Relative/Absolute Geometry

Current specs define position as being only used for the positioning of symbols and not for production of relative coordinates with an elements definition.
Is there any benefit in re-opening this question.
Note : A PlantItem Position also defines rotation and a PlantItem may also define scale so doesn't this open up a bigger set of questions other than a translation??
