The design case is the process data case that is governing for the design. If no case is given, but just process data, that is implicitly the design case. I like the specialization of the stream to case of stream. That way a stream can also have the same process data without being a case (so, it is the design case).

I know you won't use e.g. meta:valEffectiveDate as a role in the template signature to make the signature of possible individual templates identical to the temporal parts templates.
